State Farm targets NV Energy over Reno wildfire

State Farm Insurance plans to seek action against NV Energy for claims stemming from a November 2011 wildfire in Reno sparked by arcing power lines.

The wind-whipped fire destroyed 26 homes and damaged 17. It also caused about $7.6 million in property damage and more than $1.5 million in firefighting costs.

State Farm has sent letters to affected customers notifying them that the company will file action against NV Energy through a long-standing industry practice known as subrogation, the Reno Gazette-Journal reported (http://on.rgj.com/18HQ2KX ).

It's a legal action that can be taken by insurance companies against a third party they believe to be responsible for damage sustained by customers.

State Farm declined to comment about specifics because it has yet to be filed.

NV Energy spokesman Calder Chism said the company was unaware that State Farm was planning to take the action. He said NV Energy does not comment on pending lawsuits.

State Farm urged customers to call the phone number on the letters if they have any questions.

"Any questions they have regarding any claims are best addressed through their insurer," State Farm spokeswoman Angela Thorpe said.

A Reno Fire Department report says a tree branch probably was blown into lines, and the 1,935-acre fire was fanned by gusts of up to 85 mph.

While the report did not make any recommendations, Reno Fire Marshal Joan Presley said underground power lines would have prevented the blaze.

Thousands of bees attack Texas couple, kill horses

PANTEGO, Texas (AP) -- A swarm of about 30,000 bees attacked a North Texas couple as they exercised their miniature horses, stinging the animals so many times they died.

Kristen Beauregard, 44, was stung about 200 times, and her boyfriend about 50 times, the Fort Worth Star-Telegram reported Saturday ( http://bit.ly/12RiVMA ).

But the horses, Chip and Trump, were so covered in bees they shimmered. Neither could be saved.

"They were chasing us down, they were following us," Beauregard said of the incident Wednesday evening. "We swept up piles and piles of them ... it was like a bad movie."

The bees are being tested to see whether they are Africanized or "killer" bees. It is unclear what prompted them to leave the hive.

Beauregard was exercising Trump, a Shetland pony, when he started to jump and kick, she said. That is when a cloud of bees started stinging them all over. Trying to escape, she jumped in the pool and the horse followed.

"It got all dark, like it was nighttime there were so many bees," she told the newspaper. "We were trying stand up in the water but every time we stuck our heads out for air, they would cover us and start stinging us. We were trying to breathe and they were stinging us in the face and in the nose."

She escaped to the house, and her boyfriend called 911. Bees chased her, crashing into the windows of the house. Trump ran through the yard, rubbing against bushes in an attempt to wipe off the bees.

Beauregard's boyfriend called 911 and firefighters arrived with special gear and a foam substance used to clear the bees. They were able to drag the horses to a pasture where police and paramedics tried to treat them.

Chip, a 6-year-old show horse, died before a veterinarian arrived. Trump was sedated and taken to equine veterinarian Patricia Tersteeg's clinic.

"He was so overwhelmed by bites that his body could not handle it," Tersteeg said. "That's way too much for any 250-pound mammal to survive."

The bees also killed five hens, and stung the couple's dog.

Canada?s striking diplomats escalate job action to 15 missions as binding arbitration fails

Canada?s striking foreign-service officers have escalated their job action to 15 major embassies after an attempt to seek binding arbitration with the federal government broke down Friday.

The Professional Association of Foreign Service Officers accused Treasury Board President Tony Clement of negotiating in bad faith for insisting on a series of preconditions before agreeing to binding arbitration.

The union said Friday it will withdraw services at the 15 largest visa-processing centres in Canadian foreign missions, up from the three it had previously been targeting.

In addition to Beijing, Mexico City and New Delhi, the striking officers say they will also take aim at London, Paris, Abu Dhabi and Shanghai, among others.

The union wants wage parity with counterparts in other federal departments who the union says make as much as $14,000 more for doing similar work.

But Clement, who blamed the union for scuttling the binding arbitration option, said it was making unreasonable comparisons between substantively different jobs in the public service.

Friday?s developments escalated the war of words between the small but vocal union and the outspoken Clement and set the stage for a job action that could last into the fall.

The Canadian public is deeply concerned

?PAFSO can only conclude that the government is behaving prejudicially toward the foreign service and is therefore negotiating in bad faith. This should be of serious concern to all Canadians,? union president Tim Edwards said in a statement.

Said Clement: ?The Canadian public is deeply concerned by PAFSO?s willingness to disrupt international business, including tourism, during our busy spring and summer seasons.?

The job action has hurt tourism and the number of foreign students coming to Canada to study in the fall because of backlogs in processing visa applications. Tourism groups have estimated that the strike could cost the industry $280 million this summer.

The union has said that visa processing dropped 65 per cent in June at the three major processing centres targeted so far by the strike.

Storms produced an EF1 tornado near Wagoner

The National Weather Service confirmed Friday that an EF1 tornado touched down three miles west of Wagoner and traveled about 3 1/2 miles to the southeast during storms that moved through the Tulsa area late Tuesday and early Wednesday.

The twister was part of a line of thunderstorms that produced 60-80 mph straight line winds. The northeast Oklahoma storms left severe damage in their path.

NWS meteorologist Peter Snyder said the debris path made it evident that a tornado struck the area. A travel trailer was blown 35 yards to the north, northeast, which was the opposite direction damage was found from straight-line winds in the storm, Snyder said.

?A tornado becomes pretty apparent when it?s been on the ground three miles,? he said.

Snyder said the tornadic winds topped out at 90-100 miles per hour. The tornado produced roof and siding damage to homes, snapped trees and destroyed two storage buildings, he said.

?Whether you have tornado winds at 90 mph or straight line winds at 90 mph... basically, they are very, very strong winds,? Snyder said. ?But this did produce a tornado.?

North Korea stages largest military parade to mark war anniversary

PYONGYANG, North Korea: North Korea mounted its largest ever military parade Saturday to mark the 60th anniversary of the armistice that ended fighting in the Korean War, displaying its long-range missiles at a ceremony presided over by leader Kim Jong-Un.

The missiles, mounted on gigantic trailers, rolled through the sprawling Kim Il-Sung square in Pyongyang, as jet fighters and helicopters screeched through the overcast skies above and soldiers chanted "Let's fight, fight, fight... for our republic!"

Thousands of troops and spectators roared "Protect Kim Jong-Un with our lives" when the youthful leader appeared on the podium, flanked by top party and military leaders, in what the Nuclear-armed North described as its largest ever such display.

Kim, wearing his signature dark Mao suit, had been expected to use the anniversary to make a televised address but two hours into the parade he had yet to speak.

The parade, marking the 60th anniversary of the Korean War ceasefire on July 27, 1953 was being closely watched for any evidence that the North has made tangible progress in its ballistic missile programme.

The last mass military parade in the North Korean capital was held on April 15 last year, for the birth centenary of the North's founder leader Kim Il-Sung.

Since then, the North successfully launched a long-range rocket in December and conducted its third nuclear test in February.

Both events drew UN sanctions and triggered a dangerous surge in military tensions on the Korean peninsula that lasted for several months.

At Saturday's parade, Kim and his troops saluted as the blue, white and red national flag and the yellow and red flag of the ruling Workers' Party were raised.

The parade was overlooked by two large portraits of Kim's father, Kim Jong-Il and grandfather, founding father Kim Il-Sung, hung on the gigantic Grand People's Study Hall, which flanks the square.

Choe Ryong-Hae, the North's highest military official, made a speech to the massed crowds praising "our great general Kim Jong-Un" and hailing the North's "proud and victorious history".

"A peaceful environment is more important than anything else for our country," he said while warning that the North also had to be ready for war.

"All servicemen and people should... strengthen our defence and be firmly prepared to fend off any attacks from the outside."

The parade April last year witnessed the first major public speech by Kim since coming to power following his father Kim Jong-Il's death in December 2011.

China's Vice President Li Yuanchao, heading the Chinese delegation invited for the anniversary celebrations, joined Kim on the podium.

China's relationship with North Korea -- famously described by Mao Zedong as being as close as "lips and teeth" -- was forged in the 1950-53 Korean war which China entered to prevent the North's total defeat.

But the relationship has weakened significantly over the years, as China's economic transformation has distanced it from the ideological rigidity of the dynastic Kim regime across the border.

In line with UN sanctions, Beijing has moved to restrict Pyongyang's financial operations in China which the international community says are the major conduit for funding its nuclear weapons programme.

Li is the most senior Chinese official to visit Pyongyang since Kim took power.

During talks on Wednesday, the official Chinese news agency Xinhua said Li told Kim that Beijing would push for a resumption of talks on the denuclearisation of the Korean peninsula.

Li joined Kim on Friday evening to watch a performance of the Arirang mass games by tens of thousands of gymnasts, dancers and students at Pyongyang's 150,000-capacity May Day stadium.

Prior to the performance, the head of North Korea's Supreme People's Assembly Kim Yong-Nam gave a speech praising the North's "great victory" in the Korean War.

"The US imperialists sustained a heavy defeat for the first time in their more than 100-year-long history of wars of aggression," Kim said.

By contrast, the South marked the anniversary in more muted fashion.

In Seoul, President Park Geun-Hye urged the North to give up its nuclear ambitions and embrace change and peace.

"If the North makes the right choice, we will expand exchanges and cooperation and actively open up the road for prosperity of the North and the South," she said.

NKorea's Kim leads tribute to fallen war heroes

PYONGYANG, North Korea (AP) ? North Korea's Kim Jong Un led a remembrance for fallen war heroes Thursday as official commemorations for the 60th anniversary of the Korean War got under way in Pyongyang with the opening of a new memorial for war veterans.

The monument to veterans of the 1950-53 war is the centerpiece of a sprawling national military cemetery in Pyongyang's outskirts.

Dozens of elderly Chinese soldiers who fought for North Korea joined Thursday's commemoration. Also present were two U.S. veterans who survived the deadly battle between U.S. troops at the Chinese Red Army in the bloody Chosin Reservoir in November and December 1950.

The ribbon-cutting ceremony was brief. Soldiers from the armed forces stood at guard as a military band played the national anthem. Kim, dressed in a dark blue Mao suit, saluted and left a basket of flowers bearing a banner with his name before the memorial. He did not give a speech, but is anticipated to address the nation at a military parade Saturday.

He was accompanied by top Workers' Party and Korean People's Army officials, as well as his aunt, Kim Kyong Hui.

The Korean War, pitting North Korean and Chinese troops against U.S.-led United Nations and South Korean forces, ended with an armistice on July 27, 1953. A peace treaty was never signed, leaving the Korean Peninsula in a technical state of war and divided at the 38th parallel.

That has not stopped the North Koreans from calling July 27 "Victory Day." Brightly colored banners with the words "Victory" and "War Victory" fluttered from buildings across the capital city. The North Korean government is expected to use the anniversary to rally support for Kim and to draw attention to the division of the Korean Peninsula.

North Korea has been gearing up for months for the milestone war anniversary. Soldiers were assigned to carry out an extensive renovation of the Korean War museum. Students rehearsed every afternoon for a new war-themed rendition of the "Arirang" mass games song-and-dance performance, which opened Tuesday. And citizens got down on their hands and knees in the lead-up to help lay sod and plant grass as part of a massive greenification of Pyongyang.

The anniversary is taking place as North Korea copes with flooding from the seasonal monsoon rains that strike the peninsula every July. Eight people were killed, more than 4,500 homes destroyed and 17,700 left homeless this week, according to the official Korean Central News Agency.

And in a reminder of the tensions that still roil the divided peninsula, Pyongyang on Thursday threatened to reposition troops at a stalled inter-Korean factory park at a North Korean border town. The warning, which Pyongyang has made before, came after failed talks to reopen the factory park that was a rare symbol of cooperation between the rivals before it was shuttered in April amid tension.

Scores of foreign visitors began arriving in Pyongyang this week, including a planeload of journalists from the U.S., Japan, China, Russia and elsewhere. China's vice president, Li Yuanchao, arrived Thursday.

Among the war veterans who attended Thursday's ceremony were retired U.S. Navy Capt. Thomas Hudner and Dick Bonelli, a former U.S. Marine, who are in North Korea on a mission to revisit Jangjin County, better known to Americans as the Chosin Reservoir ? site of one of the deadliest battles of the Korean War.

"It's a very emotional occasion to be here with so many veterans ? not only the veterans but also the people of the nation who turned out to show their support to all of veterans," said Hudner, who received the Medal of Honor for trying to save his downed wingman in the Chosin Reservoir in 1950.

"And as an American veteran, I am delighted to see that our former foe and we share some of the same feelings about this," said Hudner, of Concord, Massachusetts.

One North Korean, Pak Chun Son, sobbed as she paid her respects at the gravestone of her father, Pak Hyon Jong, who died in the war when she was 5.

"My father will be honored on this hill forever," said her brother, Pak Yun Yong, who was 8 when his father died. He was dressed in a military uniform weighed down by medals. Tears sprang to his eyes. "We want to raise our children to be patriots like their grandfather was."

Commemorations also are taking place in South Korea and the United States.

South Korean President Park Geun-hye attended a memorial event Tuesday in the southern city of Busan to pay her respects to the troops who defended South Korea during the war.

U.S. President Barack Obama is to give a speech Saturday at the Korean War Veterans Memorial in Washington.

Japan to mull pre-emptive strike ability in defense update

TOKYO (Reuters) - Japan is likely to start considering acquiring the ability to launch pre-emptive military strikes in a planned update of its basic defense policies, the latest step away from the constraints of its pacifist constitution.

The expected proposal, which could sound alarm bells in China, is part of a review of Japan's defense policies undertaken by Prime Minister Shinzo Abe's government, an interim report on which could come as early as Friday. The final conclusions of the review are due out by the end of the year.

The hawkish Abe took office in December for a rare second term, pledging to bolster the military to cope with what Japan sees as an increasingly threatening security environment including an assertive China and unpredictable North Korea.

Article 9 of Japan's constitution, drafted by U.S. occupation forces after its defeat in World War Two, renounces the right to wage war and, if taken literally, rules out the very notion of a standing army. In reality, Japan's Self-Defense Forces are one of Asia's strongest militaries.

The Defence Ministry will call in the interim report for a study of how to "strengthen the ability to deter and respond to ballistic missiles", the Yomiuri newspaper and other media said on Thursday.

But in a sign of the sensitivity, the report will stop short of specifically mentioning the ability to hit enemy bases when the threat of attack is imminent, the Yomiuri newspaper said.

The ministry will also consider buying unmanned surveillance drones and creating a Marines force to protect remote islands, such as those at the core of a dispute with China, media said.

"The acquisition of offensive capability would be a fundamental change in our defense policy, a kind of philosophical change," said Marushige Michishita, a professor at the National Graduate Institute of Policy Studies.

Obtaining that capability, however, would take time, money and training, meaning any shift may be more rhetorical than real. "It's easier said than done," Michishita added.

The updated guidelines could also touch on Abe's moves toward lifting a self-imposed ban on exercising the right of collective self-defense, or helping an ally under attack, such as if North Korea launched an attack on the United States.

The defense review may also urge replacing with new guidelines a self-imposed ban on arms exports that has already been eased to let Japanese contractors take part in international projects.

Clear guidelines for companies as to what and to whom they can sell could help Japanese defense contractors such as Mitsubishi Heavy Industries Ltd, Kawasaki Heavy Industries Ltd, and Fuji Heavy Industries Ltd seek business overseas.

Some experts stressed that the changes were evolutionary rather than a sudden transformation in Japan's defense posture.

QUESTIONS OVER HARDWARE, COST

"It's all part of a process of Japan edging away from the most restrictive interpretation of Article 9," said Richard Samuels, director of the MIT-Japan program at the Massachusetts Institute of Technology.

Still, given Japan's strained ties with China over disputed isles and how to frame the narrative of Japan's wartime history, China is likely to react strongly to the proposals, which come after Abe cemented his grip on power with a big win in a weekend election for parliament's upper house.

"No matter how Japan explains things, China will attack it pretty harshly," said Michael Green of the Washington-based Center for Strategic and International Studies.

Although China has been a nuclear power for decades and North Korea is developing nuclear arms, Japan says it has no intention of doing so.

Support has grown in Japan for a more robust military because of concern about China, but opposition also remains.

Japan last updated its National Defence Programme Guidelines in 2010 when the Democratic Party of Japan was in power.

Those changes shifted Japan away from defending areas to its north, a Cold War legacy, to a defense capability that could respond with more flexibility to incursions to the south, the site of the row with China over tiny, uninhabited islands.

Japan has for decades been stretching the limits of Article 9 and has long said it has the right to attack enemy bases overseas when the enemy's intention to attack Japan is evident, the threat is imminent and there are no other defense options.

But while previous administrations shied away from acquiring the hardware to do so, Abe's Liberal Democratic Party in June urged the government to consider acquiring that capability.

Just what hardware might come under consideration is as yet unclear. And with a huge public debt, Japan may be in no position to afford the bill.

Japan already has a very limited attack capability with its F-2 and F-15 fighter jets, mid-air refueling aircraft and Joint Direct Attack Munition guidance kit. Tokyo also plans to buy 42 Lockheed Martin's F-35 stealth fighters, with the first four due for delivery by March 2017.

Acquiring the ability to hit mobile missile launchers in North Korea - the most likely target - would require many more attack aircraft as well as intelligence capability for which Japan would most likely have to rely on the United States, Michishita said. Cruise missiles might also be considered.

Obtaining the ability to strike missile bases in mainland China would be an even bigger stretch, experts said, requiring for example intercontinental missiles. "It would cost lots of money, and take time, training and education to acquire a robust and meaningful capability," Michishita said.

A good start, to be sure, especially when considering the impressive roster of names contributing to its first financing, which includes institutional investors, like China’s largest Internet services portal, Tencent, Y Combinator partners — including personal investments from founder Paul Graham and YC Partner Geoff Ralston — along with the “godfather of angel investing” and owner of the most pristine coiffure in the Valley, Ron Conway, Sun Microsystems and Khosla Ventures co-founder, Vinod Khosla, venture philanthropy fund (and Kiva investor), The Draper Richards Kaplan Foundation and Flixter founder and Rotten Tomatoes CEO, Joe Greenstein — to name a few. While the list is impressive, it’s not a group of investors one would typically find contributing to a non-profit fundraiser. Big Ten's Jim Delany bolsters NCAA evolution talk

CHICAGO ? During a news conference that was professorial, meandering and far more understated than the ones given by his colleagues in recent days, Big Ten commissioner Jim Delany added credence Wednesday to the notion that fundamental changes to the NCAA structure are on the way and likely to be implemented within a year.

But unlike Big 12 commissioner Bob Bowlsby and even Southeastern Conference commissioner Mike Slive, Delany downplayed the threat of breaking away from the NCAA and characterized the momentum toward a so-called "super division" of high-revenue schools as a more natural evolution that all of college athletics would embrace.

"From my conversations with all of my colleagues, they think change is at hand," Delany said at his conference's football media day event. "It's a matter of doing the detailed work on it. I don't think it's going to be very adversarial, and I don't really think that the need to threaten or walk (away from the NCAA) is going to be there."

One issue that has come to exemplify the divide is the so-called "full cost of attendance" scholarship enhancement, which was supported by NCAA president Mark Emmert in 2011 but voted down by the majority of Division I schools over budget concerns.

Since then, the resource gap has only calcified further with five conferences in the Football Bowl Subdivision ? the SEC, Big Ten, ACC, Pac 12 and Big 12 ? breaking away from the rest in almost every tangible way.

An analysis by USA TODAY Sports shows the average SEC public school's operational expenses in 2011-12 were $88.5 million, according to the most recently available information reported by the schools to the NCAA. The average Mountain West school spent $41.3 million. The divide is expected to grow dramatically with the advent of the College Football Playoff beginning in 2014.

As a result, the philosophical question bubbling throughout college athletics is whether it makes sense for that group of 65 schools playing big-money football to be a voting minority in a larger Division I made up of more than 300 members, most of which don't deal with the same set of issues.

That doesn't, in Delany's view, mean a full separation from the rest of Division I, but rather a mechanism to give them some autonomy. In events such as the NCAA basketball tournament, for instance, a school offering stipends could face a school that doesn't.

"I don't think it means we have to be separate, but I think the five of us have to have a feeling that when we agree on something, we're going to be able to achieve it," Delany said. "And it hasn't always been the case."

Delany added that lower-revenue schools aren't always the ones causing that divide but said that when the high-revenue schools are aligned on an issue like academic standards, stipends or recruiting rules, they should have a mechanism to get that legislation passed.

"I think that's a fair thing for us to ask for," he said.

Stipends weren't the only issue Delany tackled Wednesday. He proposed a trust that would offer funding for athletes to have the "lifetime opportunity to graduate" if they drop out of school or turn pro early, said conferences should re-evaluate the time demands on athletes and would like to see a mechanism to give "at-risk students" a year in residence on campus to help them transition without playing or losing eligibility.

"If we don't reattach and reconnect on these educational-based initiatives," Delany said, "I don't care what restructuring comes out of it; we're not going to be where we want to be."

Report: Blue-collar drivers pay higher car insurance rates

A Phoenix driver with only a high school diploma could be charged as much as 12 percent more in auto insurance premiums than a plant supervisor with a college degree, according to a report released Monday.

The Consumer Federation of America report looked at how 10 insurers in 10 cities, including Phoenix, might charge a 30-year-old woman with a good driving record who had been without insurance for the past 15 days.

It sought quotes for the same imaginary woman but varied her job and her level of education, and the report found that blue-collar drivers with less education were typically charged more. In Phoenix, the differences ranged from 3.4 percent to 12.3 percent, depending on the insurer.

The federation said charging higher rates based on non-driving factors is unfair to lower-income workers who already face enough ?hurdles and obstacles.?

?Many lower-income workers are faced with the choice of paying these high and often unaffordable prices or breaking the law by driving without insurance,? said Stephen Brobeck, CFA executive director, who called on state and federal governments to address the issue.

But industry groups defended rating policies, saying they ultimately lead to lower premiums overall.

?Different occupations have proven to be less risky or associate with less risk than other occupations, and that?s why you got various premiums,? said Alex Hageli, director of personal lines policy for the Property Casualty Insurers Association of America.

He said states including Maryland and New Jersey have looked at rating factors such as education and occupation and found their use to be ?actuarially justified.?

?The statistic shows that I am a riskier driver than somebody else, then I should pay more than that other person,? said Hageli. He said most consumers would support the use of those factors as well, because it results in premiums that reflect the level of risk.

Hageli said the CFA report makes the price difference ?sound like it?s a bad thing,? but ?consumers want variety, rather than every company charging you the same rate.? The price difference shows there is competition and ?is just the market working,? he said.

American Insurance Association spokesman Willem O. Rijksen agreed that factors such as continuity of coverage, location, credit-based scoring, driver experience, education and occupation, all help insurers more accurately price risk.

?As the CFA?s own data points out, auto insurance remains a very competitive market and consumers are well-advised to shop around to find the coverage that best meets their individual needs,? Rijksen wrote in an email.

But J. Robert Hunter, CFA?s director of insurance, questioned whether people support all rating factors.

?The American public knows that it is unfair for auto insurers to use factors like education and occupation in setting rates,? said Hunter, a former Texas insurance commissioner and a former federal insurance administrator.

?In effect, auto insurers are discriminating on the basis of income and race,? Hunter said in a conference call with Brobeck to release the report. ?States should prohibit the use of these demographic factors that bear no logical relation to insurer risk.?

Mary Butterfield, assistant director at the Arizona Department of Insurance, could not say if insurers in the state factor education or occupation into rate-setting.

?I don?t know that companies ask those questions and our laws don?t specifically address that sort of thing usually,? said Butterfield, who declined further comment.

Nicole Farr, a spokeswoman for the Arizona Insurance Council, said the report might be too narrowly focused to draw a conclusion.

?There is a lot of inconclusive information,? said Farr, noting that CFA only chose 10 insurers and ?only very few companies that actually asked those questions about education and jobs.?

Of the 10 insurers, the report cited five that ?apparently use education and occupation in their rate-making in most states? ? GEICO, Progressive, Liberty Mutual, Farmers and American Family.

Four of those firms did not immediately return calls seeking comment Monday. American Family spokeswoman Sandra Spann said the company only asks one question on occupation ? ?if the vehicle is for personal use, not commercial use, which means it will require a commercial auto policy? ? and that it has contacted CFA to see if it will still be included in the report.

Brobeck commended those companies that did not use education or occupation to set rates: State Farm, Allstate, USAA, Nationwide and Travelers. But noting the competition in the marketplace, he called for greater government regulation so firms are not pressured to adopt what he called ?discriminatory practices.?

?Since state governments require purchase of auto insurance, state insurance commissioners have an obligation to address this issue,? Brobeck said. ?And the relatively new Federal Insurance Office should make the study of this problem a priority.?

Besides Phoenix, cities included in the report were Atlanta, Baltimore, Chicago, Denver, Hartford, Houston, Louisville, Oakland and Seattle.

Wall Street mixed on data, China

United States stocks are mixed but mostly higher after several leading companies bested earnings estimates and as investors welcomed news that China may enact new economic stimulus policies.

The Dow Jones Industrial Average rose 42.69 points, or 0.27 per cent, to 15,588.24 points.

The broad-based S&P 500 was flat, up 0.67 points, or 0.04 per cent, to 1,696.20 points.

The tech-rich Nasdaq Composite Index slipped 3.78 points, or 0.11 per cent, to 3,596.60 points.

Several leading companies, including Dow components DuPont, United Technologies and Travellers, reported profits that exceeded analyst expectations, even if revenues in some cases lagged forecasts.

Global markets were also cheered after Chinese state media quoted Chinese Premier Li Keqiang as saying economic growth must stay above the "bottom line" of seven per cent. Analysts saw the remarks as implying more economic stimulus was forthcoming.

Concerns about a Chinese economic slowdown have crimped investor sentiment worldwide. Several leading European and Asian stock indices rose following Li's remarks.

Mayor: Cleveland suspect 'idolized' local serial killer

Three bodies have been discovered in East Cleveland, Ohio, police say, and a man is in custody in connection with the case.

"We are dealing with a sick individual, and we have reason to believe that there might be more victims," East Cleveland Mayor Gary Norton told CNN.

All three victims appear to be young black women, their decomposing bodies wrapped in layers of plastic and taped up, according to authorities.

Two bodies were found Saturday, one in the basement of an abandoned house, the other in a field nearby. The first victim was found Friday in a garage on the same block after police received a call about a foul odor.

The first victim was found naked with indications of trauma, police say. The second victim was found wearing a green hoodie, and the third was wearing a leopard print leotard.

The garage where the first victim was found was leased to Michael Madison, according to Detective Sgt. Scott Gardner with the East Cleveland police.

Authorities obtained a search warrant for Madison's apartment and found "additional evidence of decomposition" there, he said.

The 35-year-old suspect was later located and taken into custody without incident after a standoff at his mother's house.

According to police, Madison was convicted of attempted rape in 2001 and is a registered sex offender.

CNN could not immediately reach a representative for Madison.

Norton believes the killings happened over a 10-day period.

"One of the things that makes us believe it's the same suspect is the way that they were all wrapped ... and the same concealment of each of the victims," he said.

According to Norton, Madison "idolized" and was "influenced" by convicted serial killer Anthony Sowell.

Sowell was sentenced to death in 2011 for killing 11 women in Cuyahoga County, Ohio.

"Unfortunately, this is a sick individual who appears to have been influenced by another sick individual," Norton told CNN. "If he had been out for one more hour, there's no telling what would have happened."

One hundred volunteers were going house to house Sunday "to see if there's anything else out there that police need to know about," he added. Cadaver dogs were assisting in the search.

East Cleveland Police Chief Ralph Spotts told CNN affiliate WEWS that authorities have received tips from the public and hope to get more.

"A lot of people knew him and saw that he was a troubled individual and now, you know, we're getting tips from even females saying that they were in his house and they got away, but never said anything," he said.

Shaeaun Child, a neighbor who tipped police off about the foul smell in the garage, told CNN he knows Madison. The two argued once over the blocking of a driveway.

"From what I know, he was an OK person when I first met him. And then from there, he actually, he had a lot of conflicts with different girls that he knew," Child said. "When he real upset with someone, he get real loud. You could hear him like two blocks away."

He continued: "After my conflict with him, I always watched him. I never turned my back because you never know."

So far, police have been unable to identify any of the victims. The Cuyahoga County medical examiner said in a Sunday statement that "identification and final cause of death may take several days" given the advanced state of decomposition. Currently the medical examiner's office is not asking people with missing relatives to provide DNA samples.

"We hope and pray that there are no more (bodies)," the mayor said.

No charges have yet been filed.

East Cleveland is seven miles northeast of Cleveland, Ohio. The city, incorporated in 1911, occupies three square miles.

'Sunny' celebrating Thanksgiving, 'Lethal Weapon'

SAN DIEGO (AP) ? "It's Always Sunny in Philadelphia" has plenty to be thankful for: The naughty FX comedy is going into its ninth season, helping to launch a new spin-off channel and was greeted by more than 5,000 fans at the show's Comic-Con panel Sunday in Hall H at the San Diego Convention Center.

"Always Sunny" cast members Rob McElhenney, Glenn Howerton, Charlie Day, Kaitlin Olson and Danny DeVito were on hand to answer fans' questions after screening the first episode of the new season, which is debuting on the FX spin-off network FXX in September.

Howerton said the new season will include episodes featuring Thanksgiving, "Lethal Weapon 6," a flu epidemic and an installment written by "Game of Thrones" co-creators David Benioff and D.B. Weiss titled "Flowers for Charlie."

"It's kind of like 'Limitless,' where I'm taking a pill to be more smarter," said Day, who plays the goofball character.

One thing fans won't see is the dysfunctional gang from Paddy's Pub going on "Family Feud." McElhenney said the network vetoed an episode written for the upcoming season featuring the character going on the game show. He said "Family Feud" was on board with the idea, but it didn't come together.

A 5.9-magnitude earthquake struck central China on Monday, killing 47 people and injuring hundreds of others, official state media reported.

The U.S. Geological Survey told NBC News the quake hit in Gansu province about 8 miles east of Chabu at 7:45 a.m. Beijing time (7:45 p.m. ET Sunday). The USGS recorded it at 6 miles deep and said it caused shaking in a rural region where the infrastructure isn't seismically resistant.


The official Xinhua news agency?said in a bulletin Monday afternoon tat 47 people were dead and that at least 270 others were injured.

Many homes in the region collapsed, Xinhua reported. Widespread communications and power interruptions were reported, along with mudslides and landslides.

About 5,600 residential buildings were damaged, the Beijing-based China Daily newspaper reported Monday afternoon. Some train service was suspended, and hundreds of armed police were mobilized to repair a damaged part of the main highway linking Lanzhou, the provincial capital, to Minxian county, it reported.

Xinhua said the quake was felt in the neighboring cities of Dingxi, Longnan and Tianshui, as well as Lanzhou, more than 100 miles away. About 19,000 people live in the area that was subject to the strongest shaking, it said.

It was followed an hour and a half later by a 5.6-magnitude quake at about the same depth,?the USGS reported.

Based on the history of earthquakes of this size in rural China, there could be "significant casualties," the USGS said.

The official China Meteorological Administration warned that heavy rain was possible in southeastern Gansu province Monday night and into Tuesday. It said the rain could hamper rescue efforts and urged residents to be alert to flash flooding in areas damaged by the earthquake.

Sports: British Open Third Round: Highlights and Analysis

Tiger Woods and Lee Westwood went back and forth for 18 holes Saturday in a game of one-upmanship, as if their individual match was the only one being watched.

Paired together, Woods and Westwood began the third round one stroke off the leader, Miguel Angel Jimenez, but that quickly changed. Jimenez dropped, as did Henrik Stenson, and Muirfield evolved into the Lee and Woods Show ? with Westwood of England seeking his first major title in front of a supportive crowd, and Woods, the 14-time major winner, looking to reclaim his dominance.

After a three-stroke swing on the 17th hole, Westwood stood atop the leader board at three-under par. Woods, who bogeyed 17 after a misplayed second shot landed in a fairway bunker, finished tied for second with Hunter Mahan.

Conditions were tamer on the course Saturday, as the grounds crew did their best to keep the fairways moist against the heat and sun. Still, only three players remained under par for the tournament. Jimenez, who had played well on Thursday and Friday, shot a 77. Phil Mickelson remained on the fringe of the leader board at two-over par.

The most interesting pairing Sunday will be Woods and Adam Scott, who has Woods?s former caddie, Steve Williams, on his bag.

The question, though, will be whether Westwood can ride Saturday?s momentum to win Sunday and follow in the footsteps of the Wimbledon winner Andy Murray of Britain to win one of his golf?s most coveted prizes.

US: County clerk seeks to halt the issuing of same-sex marriage licences in California

The San Diego county clerk on Friday filed a petition which seeks a court order to exempt county clerks from issuing marriage licences to gay couples.

Ernest Dronenbug argues in the petition to the California Supreme Court that county clerks had not been given orders from the state governor or other state officials, and that he and other county clerks need further clarity on the legal status of Proposition 8, which previously banned same-sex marriage in the state.

?All I?m really searching for is clarity and finality,? Dronenburg said. ?If they answer, it will be over and we?ll have a final decision. And if they don?t, those issues can be brought up in the future.?

Dronenburg said that he and other county clerks had not been properly briefed by Governor Jerry Brown?s administration, despite an announcement that counties should proceed with issuing the marriage licences to same-sex couples.

The San Diego County Board of Supervisors said in a written statement that Dronenburg had acted independently, and not on their behalf.

Supporters of Proposition 8 issued a statement commending Dronenburg for filing his petition, and accusing Governor Brown and Attorney General Kamala Harris of pushing clerks prematurely into resuming same-sex weddings.

?We applaud San Diego?s county clerk for courageously standing up against the attorney general?s attempt to bully local officials into ignoring our state Constitution,? said Andrew Pugno, counsel for ProtectMarriage.com. ?The attorney general?s obsession with re-defining marriage has put the integrity of the people?s power of initiative, and the rule of law itself, in great jeopardy.?

The Supreme Court in the US state of California already refused to halt the resume of same-sex marriages in the state earlier this week, following the US Supreme Court?s ruling last month, and a petition filed challenging it.

At the end of last week, supporters of California?s Proposition 8 filed a petition to the state Supreme Court?challenging the recent resume of same-sex wedding ceremonies, however the Supreme Court refused to do so.

The first same-sex wedding took place between the plaintiffs who brought the case against Prop 8 at the end of June, following the Supreme Court declining to take up the case, and as the 9th Circuit Court of Appeals since gave the green light for same-sex weddings to resume.

The US 9th Circuit Court of Appeals previously lifted its stay on an injunction, which had ordered state officials to stop enforcing Prop 8, meaning marriage licenses could immediately be issued to same-sex couples.

Harbhajan to work hard for India comeback

Shocked at constantly being ignored by the selectors, off-spinner Harbhajan Singh said he will make every bit of effort in the next few months to make a comeback into the national side.

"I will strive hard in the next 2-3 months and do every bit to bounce back into the national squad," he said in Chandigarh, on Thursday.

"Lot of things are going to happen in the next 2 to 3 months," said Harbhajan, adding that there is a lot of cricket left in him.

Despite performing well at the Indian Premier League this year, Harbhajan remains out of favour as he was ignored for the ICC Champions Trophy, followed by the tri-series in West Indies and the upcoming Zimbabwe ODI tour.

"If the IPL is a platform to return back in the national squad I did very well. I took 24 wickets and Mumbai Indians were champions," he said, adding that "now it is for the
selectors to take a final call on me".
